Council in Committee and Council Meetings
Norfolk County uses the council-in-committee system, where matters are considered first in a less formal committee framework. The recommendations from those meetings are brought forward to the formal Council meeting for ratification. The agenda is divided by County department areas. View agendas, reports, videos, and minutes in the online Council and Committee Calendar.

Meeting dates may be rescheduled to accommodate holidays or closures. Unless otherwise noted, meetings are open to the public.
You can request documents from meetings not included in the Council and Committee Calendar by contacting the Clerks Department at 519-426-5870 or 226-NORFOLK, extension 1228 or clerks@norfolkcounty.ca.
Closed Meetings
There may be times when a closed meeting is required. Under Section 239 of the Municipal Act, there are rules for when a council or committee can go into a closed meeting. If you have a concern about a closed meeting, contact the Clerk's Office for clarification.
Reasons a meeting or part of a meeting may be closed to the public include, but are not limited to, topics related to:
- The security of the property of the County
- Personal matters about an identifiable individual, including County employees
- A proposed or pending purchase or sale of land by the County
- Labour relations or employee negotiations
- Litigations or potential litigation
- Advice that is subject to solicitor-client privilege
- Information explicitly supplied in confidence by Canada, a province or territory or a Crown agency of any of them
- A trade secret or information that could compromise a competitive position
- A position or plan for any negotiations to be carried out by, or on behalf of, the County
