Energy Conservation and Demand Management Plan

Norfolk County is dedicated to improving the energy efficiency of municipal services, providing local leadership in sustainability and enhancing the quality of life of all who live, work and play here.

Ontario Regulation 25/23, made under the Electricity Act, requires that all public agencies develop and implement energy conservation and demand management (ECDM) plans.

Norfolk County Council endorsed the 2024-2029 Norfolk County Energy Conservation and Demand Management Plan (PDF) on June 18, 2024. To achieve the energy vision for Norfolk County, five strategic goals have been established for the next five years:

  1. To reduce the greenhouse gas (GHG) emissions of County operations in accordance with the Intergovernmental Panel on Climate Change’s scientific targets (45% reduction by 2030 and Net-Zero Operations by 2050)
  2. Increase the energy efficiency of County operations
  3. Reduce annual energy costs of County operations
  4. Promote a commitment to a sustainable Norfolk County
  5. Expand renewable and sustainable energy generation.
Further, Norfolk County has developed specific action plans to achieve the 2029 energy vision.

Norfolk County ENERGY STAR Certified Buildings

ENERGY STAR certification is awarded to buildings that demonstrate high energy efficiency. Norfolk County currently has two ENERGY STAR-certified facilities:

  • Delhi Administration Building
  • Delhi Community Centre Arena

Norfolk County’s Delhi Administration Building was one of the first buildings throughout Canada to be ENERGY STAR-certified.

Annual Energy Consumption Reporting

As a public agency, Norfolk County must report its energy consumption and emissions annually to the Ministry of Energy, Northern Development and Mines (MOENDM) and make this report available to the public.
