Resident Permits
Norfolk County residents or property owners can purchase resident permits for paid parking areas at a seasonal cost of $35. Read more about Resident Permits.
How to pay
Each paid parking zone has HotSpot Parking signs with the parking zone number. There are three ways to pay:
- Scan the HotSpot “QR” code with a smartphone, also known as “Tap and Go”
- Download the HotSpot app on your smartphone from the App Store or GooglePlay
- You can also pay at an electronic pay terminal located in each of the three paid parking areas. The terminals accept credit cards, Visa Debit, and Debit only.
Cash is not accepted at any of the pay terminals.
Free parking continues to be available in waterfront communities for customers who choose not to use paid parking.
Receipts
- Once you enter your license plate number and length of parking time into the system, either on your cell phone or at a pay terminal, the transaction is recorded electronically in the HotSpot Parking database
- A transaction receipt showing proof of payment is available on your HotSpot App or by email
- A printed receipt is available if using a pay terminal but does not have to be placed anywhere in or on your vehicle
Ministry of Transportation accessible parking permits
If you have a Ministry of Transportation (MTO) issued Accessible Parking Permit, you may park in an accessible parking space in a paid parking zone at no charge. An Accessible Parking Permit is only valid when using a marked Accessible parking space and not anywhere in a paid parking zone. Always place your MTO permit face-up on your dash or sun visor, so it is visible to an enforcement officer through your windshield.

Enforcement
Parking Enforcement Officers scan license plates in paid parking areas daily from 10 a.m. to 6 p.m. Each scanned plate is reviewed electronically in the HotSpot Parking system to determine whether it is paid.
Customers are responsible for monitoring the time remaining in their parking session. If you fail to pay or park longer than you paid for (even by a few minutes), you may receive a parking ticket for failing to have a current paid parking session.
The parking fine for failing to have a paid parking session is $75. If you pay your parking ticket within seven days of receiving it, a reduced fine of $50 will apply. Read more about how to pay parking tickets.
Dispute a parking ticket
If you paid for your parking but made an error entering the license plate number and then received a ticket, please fill out and submit an online Paid Parking Dispute form.
Once received, the Bylaw Manager will review your information and respond in writing with a decision on whether or not the parking ticket will be waived.
