Port Rowan Water Treatment Plant Phase II Upgrades – EIS-ENG-24-41

Upgrades are scheduled for the Port Rowan Water Treatment Plant, located at 4 Archibald Drive in Port Rowan, to replace obsolete equipment, improve treatment process efficiency, and deliver high-quality water according to the Safe Drinking Water Act regulatory requirements. These upgrades will restore the rated capacity, provide full backup capacity, and support long-term growth. This project is a priority within the approved Capital Delivery Plan.         

Work Details  

The Port Rowan Water Treatment Plant upgrades will include the following works: 

  • Replacement of the existing two 32-year-old Ecodyne-Graver treatment units with two new modern sedimentation-filtration treatment trains to improve treatment efficiency and restore the plant rated capacity of 3,040 m³/d. Each treatment train includes new flocculation, sedimentation, and filtration systems, air scour blowers, backwash pumps, and feed forward pumps. A new building will house the treatment trains and associated equipment  
  • Construction of a new above-ground storage tank supplement the existing clearwell, ensuring a reliable water supply for plant processes 
  • Expansion of the existing holding tank, addition of new backwash wastewater pumps, and improved backwash system control 
  • Replacement of high-lift and low-lift pumps to align with the treatment capacity and ensure reliable feed to the elevated tank within the distribution system 
  • Installation of greensand pressure filters for iron and manganese removal to ensure taste and odour control as a final treatment step prior to disinfection and distribution within the system 
  • Upgrades to mechanical, HVAC, electrical, instrumentation and control, SCADA systems to optimize the process monitoring and control, and improve the operation and maintenance conditions  
  • Upgrades to the power supply service, and a new emergency generator to ensure reliable power during both normal operations and emergencies, thereby preventing interruptions to the water supply 
  • Site grading, yard piping, civil works, and site restoration to match or exceed the existing condition. 

What to expect during Construction 

  • Dust, Noise, and Odour: Some nuisance may occur, and the County will work to minimize impact on neighboring areas 
  • Service: There will be no disruptions to water services during construction, 
  • Work Area: Excavation and dewatering activities will be confined to the existing site on municipal property at Archibald Drive 
  • Traffic: Minor traffic interruptions may occur for material and equipment deliveries, with short-term lane closures implemented if required. Pedestrian and driveway access will not be impacted. The project team will provide 24-hr notifications in the event of sidewalk and driveway closures 
  • Parking: Parking near the plant and work area is restricted for safety reasons, 
  • Waste Collection: Garbage and recycling collection will not be affected 
  • Site Restoration: The construction area will be fully restored with sod, seed, gravel, concrete, and/or asphalt to match or exceed the original condition. 

Schedule and Work Hours  

  • Work will take place from 7:00 a.m. Monday to 7:00 p.m. Friday.  
  • Work taking place on a Saturday, Sunday or Statutory Holiday is not anticipated. Any work taking place outside regular work hours is subject to County’s approval.
