Norfolk County is seeking public input on proposed changes for the lane configuration on West Street, from Holden Avenue to Brook Street, in Simcoe.
As part of Phase 1 of the project, Norfolk County is proposing that the roadway be converted from four lanes to three lanes, with one “through lane” in each direction and a center “two-way left turn” lane. An active transportation zone could also be created in each direction beside the curb.
Traffic study results
The proposed changes were informed by a traffic study that was completed as part of the engineering process for the project. Some of the key findings include:
- The present and 10-year horizon traffic volumes do not warrant four lanes along this section of roadway
- The existing four lanes are considered narrow by modern design standards
- Changing the current four lanes to three lanes, with a centre two-way turning lane, could reduce vehicle speeds and will improve driver and pedestrian safety
- Introducing a center two-way left turn lane will allow space for an active transportation zone on each side of the roadway
- Dedicated left turn lanes at side streets will allow for more efficient traffic flow
- Intersections along West Street will continue to operate at an acceptable level of service based on current and future traffic volumes
Public safety is a factor and consideration in all Norfolk County projects. A total of 82 accidents were recorded on West Street from Holden to Talbot between 2015 and 2021; 42% were caused by inattentiveness or improper turns.
The “two-way left turn” option creates a dedicated centre lane that allows drivers to make left turns throughout the roadway. Separating left-turning vehicles from through traffic can decrease accidents while also maintaining traffic volume as vehicles do not need to stop or change lanes to get around left-turning vehicles. Two-way left turn lanes also help oncoming cars to better anticipate left-hand turns.
“Feedback from citizens is a critical part of the process,” said Mayor Amy Martin. “I encourage residents who live near or frequently travel this section of West Street to review the results shared in the study and the proposed changes and provide your input.”
Phase 1 of the construction began in May and is expected to be completed by November 2023. Phase 2 of the project will take place from Brook Street to Talbot Street in 2025. It is recommended that a two-way left turn lane be considered for Phase 2 as well.
Residents are encouraged to view the options and provide their feedback via a short online survey at EngageNorfolk.ca. The survey closes Tuesday, August 22, 2023. The consultation process will not delay the completion of the project or increase the project cost.
