Norfolk County is creating a Facilities Master Plan to better manage and improve its buildings and spaces. As the County works to use resources wisely and handle finances carefully, it is important for the community to get involved and share their thoughts.
The Facilities Master Plan will assess over 90 facilities, including administration, operations, cultural, recreational, and emergency facilities. The plan will:
- Optimize resources and spending
- Enhance functionality and accessibility
- Foster collaboration and community engagement
- Support growth aligned with Norfolk’s Strategic Priorities
Community members are encouraged to participate in the planning process and can share feedback online by completing the Facilities Master Plan survey. The survey closes on Tuesday, October 15, 2024. Residents may also attend one of the following in-person events:

The Facilities Master Plan is happening at the same time as the Master Recreation Plan, and staff are working together to ensure that we capture feedback from residents that will provide insight and direction on both initiatives.
The Facilities Master Plan will be presented to Council in 2025. It will include recommendations for the best options to meet our current and future needs, a phased implementation strategy, and will consider feedback collected through public engagement, the Recreation Master Plan public engagement, and other recent relevant strategies, including the 2024 Customer Experience Strategy.
